Kenneth Sturgill was appointed to the position of Allen County Public Defender in December of 2020, and is currently serving his second term in that position. Mr. Sturgill is a graduate of Ohio Northern University where he earned his Bachelor of Arts in Criminal Justice, awarded with high distinction in 2009. He also attended law school at Ohio Northern University, where he earned his Juris Doctorate degree in 2012. Following law school graduation, Mr. Sturgill was employed as an assistant prosecutor at the Allen County Prosecutor’s Office from August of 2012 through December of 2020. Mr. Sturgill’s experience has encompassed all aspects of criminal law, including adults charged with felonies and misdemeanors, as well as juvenile delinquency matters. Throughout his career, Mr. Sturgill has participated in a number of jury trials addressing charges of murder, rape, aggravated robbery, aggravated burglary, domestic violence, and theft, among others. Mr. Sturgill has also participated in multiple appeals. During the course of his career, Mr. Sturgill was instrumental in developing the Allen County Diversion Program, which gives individuals who have no prior convictions and who commit a non-violent criminal offense, the opportunity to avoid a criminal conviction by participating in supervision, treatment, programming, community service, and making victims whole. As a result, one mistake will not have a long-lasting, detrimental effect of making it more difficult, if not impossible, for that individual to obtain employment, seek higher education, obtain a professional license, etc. Mr. Sturgill is committed to the effective and zealous representation of indigent individuals who are charged with a criminal offense in Allen County, Ohio to ensure that their rights are protected, and that they are treated with fairness and justice.
F. Stephen Chamberlain is a lifelong resident of Allen County having graduated from Lima Senior High School. He attended Ohio Northern University where he earned a Bachelor’s degree in history in 1984 and a Juris Doctorate in 1987. After graduation, Mr. Chamberlain engaged in the private practice of law with an emphasis on criminal defense. He has represented defendants in serious felony cases in both State and Federal Court for over 32 years. The Supreme Court of Ohio certifies him as Lead Trial Counsel in death penalty cases. Mr. Chamberlain has defended hundreds of clients before juries in cases from Capital Murder, violent assaults, drug trafficking, sexual assaults, major bank fraud and theft. He is primarily a criminal trial attorney but has experience in areas as diverse as family law and as an adviser to local governments. He has briefed over 100 cases on appeal. Between 1994 and 2020, Mr. Chamberlain headed the part time public defender for Lima Municipal Court. Beginning with the formation of the Allen County Public Defender’s Office in 2021, Mr. Chamberlain left private practice proudly serving as a full time Assistant Public Defender dealing primarily with felony crimes.
Megan McLean is a graduate of The University of Toledo, where she earned her Bachelors of Science degree in Paralegal Studies. She attended Law School at The University of Toledo and received her Juris Doctorate degree in 2021. While in law school, she interned with both the Federal Public Defenders Office and in The University of Toledo’s Civil Advocacy Clinic. She is currently assigned to the Felony Division.
